Creative Commons Italy is going to work on a law's draft which we present to 
your attention.
"Scarichiamoli initiative " can be defined in a couple of words:
Everything bring forth with public resources and pubblic financial supports 
should be under public domain, open accessed and freely acquirable. 

The Internet, due to its nature,  is a powerful media on which communities 
and citizens can coordinate themselves and transform their instances in 
social, political, economical action.
Politicians are depute (and heavily paid)  to transform those instances in 
real and tangible solutions.
We are pragmatics: we have an instance, we want politicians to do their job: 
they must listen to us.
Initiatives like this will be more and more common in the near future, this 
is not a simple "online petition", this is not a simple "civil protest": we 
want to reach directly institutions, we "blackmail" institutions. 

Share knowledge freely: that's what communities and citizens aim to, that's 
a common desire.
Vox populi, Vox Dei;  this desire and those instances are licit:  they have 
to be enshrined by the State.
There are many ways and medias to do this: from the internet to the digital 
TV.
So we don't claim only a refitting of the European Copyright (connected 
rights and patrimonial rights should be declined by authors when they 
receive a public financial support) but we also ask a public web portal by 
which music, art, culture and knowledge in public domain can be acquirable 
and "downloadable".
A public web portal with a simple login: "Download them" (Notice: In Italian 
"Scarichiamoli" stands for "download them" but also means "discard 
them"...guess who is going to be discarded...) 

To do this the State should coordinate with universities, foundations, 
associations. 

We strongly believe that public domain means nothing without public access.
